On 21 October 2016 a workshop organised by EPD and International IDEA gave the chance to EU representatives and implementers to commence a conversation on possibilities for advancement and evolution of the processes of planning, monitoring and evaluation (PME) in democracy support programmes.
Owing to their connectedness to the political sphere, democracy support programmes are often implemented in highly dynamic contexts and can be confronted with a variety of scenarios within a short time span. For the PME this creates specific challenges (and also opportunities) – for donors, implementers and beneficiaries alike.
Although International IDEA has previously published on the subject and held a related series of workshops recently, similar discussions have been few and far between in Brussels. Therefore, the aim of this workshop was to discuss experience with PME in democracy support process, facilitating a dialogue that is beneficial for practitioners. In order to ensure useful and thought-provoking discussions, case studies of each session provided a starting point for a wider discussion and sharing of either similar or different experiences by participants across all aspects of PME.
