Public Administration Reform (PAR) and Decentralisation represent crucial and cross-cutting elements among the objectives of the Neighbourhood policy and in the Eastern Partnership (EaP). They affect systemically the governance of the State, its functioning, its capacity to deliver service as well as its relationship with citizens.

This publication, written by ALDA’s Secretary-General Antonella Valmorbida, gathers practical examples of actions run in Armenia, Ukraine and Belarus, aiming at the promotion of PAR in EaP countries, also including objectives and recommendations.
